Free Coffee Program

The Oregon Travel Information Council Rest Area “Free Coffee” Program is a service sponsored by nonprofit organizations in the interest of public safety.

About the program

The program is offered through Oregon Travel Information Council (TIC) in nearly all of our TIC-managed rest area locations. Please refer to the location name in the Volunteer Schedule section or link to the location map below . The Oregon Department of Transportation (ODOT) is responsible for Free Coffee Program permits at their rest areas.

Nonprofit organizations apply through a permit process not more than 60 days prior to the date(s) requested. Travel Information Council will grant a permit through a random drawing 30 days in advance of the date(s) requested. Permits can be issued in 24 hour increments with up to three consecutive days per permit. An organization may receive up to three permits per month equaling nine days total for each side of the Rest Area location.

The organization may offer coffee and cookies from a licensed facility free of charge to the public. They may not offer any item that is available in the rest area vending machines. Donations may be received by a nonprofit organization, but may not be actively sought or requested. Permits are not transferable.

The free coffee program is open again and we are taking applications from groups.
